Reopening Update – November 13, 2020
Dear Parents,
This week, we successfully reopened 20 campuses for in-person hybrid instruction at our Tier 2 schools. Currently 24 of the 28 school districts in Orange County are open for in-person instruction. GGUSD became the 20th after we opened 13 Tier 1 schools on October 28th. We are grateful to our wonderful students, families and staff for working together to follow health and safety protocols. Currently 33 of our 70 campuses have reopened for hybrid in-person instruction with our next tier of schools to reopen on December 1st.
Teachers and staff have done an amazing job helping students feel welcome, supported, and safe. Families were fantastic at following new drop-off and pick-up procedures and using the daily health screening form. GGUSD students showed excitement to be back at school and were happy to participate in daily temperature checks and frequent hand washing and hand sanitizing. It took no time at all for students to learn their new routine as campus stickers and signage reminded students and staff to remain physically distant, wear a mask, and wash their hands.
It is extremely important that our families remain diligent about keeping their children home from school if they have any symptoms of COVID-19 or have been exposed to anyone who has tested positive for COVID-19. Additionally, please keep your child(ren) home from school if anyone in your household is currently awaiting COVID-19 test results due to experiencing symptoms or having exposure. By continuing to assess your child(ren) each morning for COVID-19 symptoms, completing the health screening form, and keeping your child(ren) home from school under any of these scenarios, you are helping to limit the spread of COVID-19 at our schools.

What will happen if my child(ren) develops COVID-19 symptoms while at school?
Each campus has a CARE Room for students who develop COVID-19-related symptoms while at school. If a student is sent to the school’s CARE Room, parents/guardians will be called to pick up the child as soon as possible. Any child who visits the CARE Room will be sent home with an illness form including recommended next steps, a physician’s visit form, and a Symptom Decision Tree. This document was developed by the Orange County Health Care Agency, UCI and CHOC to help schools in responding to illness on campus. The document also helps families determine if a child should be seen by their health care provider, tested for COVID-19, and when the child is cleared to return to school.
When and how will I be notified if someone at my child’s school tests positive for COVID-19?
In the event of a confirmed case, the principal will send a ParentSquare message to all staff and parents of students who have been identified as close contacts as well as to the entire school community. Close contact is considered being within 6 feet of an individual with COVID-19 for 15 minutes or more cumulative within 24 hours. The district will report all confirmed cases of COVID-19 to the Orange County Health Care Agency for consultation and an exposure investigation. The district will only communicate and provide data for confirmed COVID-19 cases.
How does contact tracing work?
The Orange County Health Care Agency has provided schools with protocols to follow to identify close contacts – anyone who has come within 6 feet of an individual who has tested positive for COVID-19 for 15 minutes or more cumulative within 24 hours. The school principal collects a list of close contacts from the individual who tested positive, sends the close contacts home for a 14-day quarantine and reports the information to the Orange County Health Care Agency (OCHCA) for a close contact exposure investigation. OCHCA’s medical team follows up with the school and the individual who tested positive to assist with contact tracing to ensure that all close contacts were excluded from school.
Will the school tell me who has COVID-19 at the school?
No, privacy laws require schools to maintain the confidentiality of individuals who have symptoms or test positive for COVID-19.
Will the district notify the community each time there is a confirmed case of COVID-19?
GGUSD’s COVID-19 Dashboard includes the district’s confirmed COVID-19 cases among district students and staff on our campuses (in-person instruction only) The data shows positive cases for the previous 14 days. A confirmed case indicates that a student or staff member who was participating in on-site activities has tested positive for an active COVID-19 infection.
What would prompt a school to close again after it has been reopened?
Many families have asked what will happen to reopened schools if the county returns to a more restrictive purple on the state’s color-coded tiered system for monitoring COVID-19. The state and county have advised that schools that have reopened for in-person instruction may remain open for in-person instruction and are not required to close if their county moves back to the Widespread (purple) tier. School closures will be determined at the local level. According to the California Department of Public Health’s Framework for K-12 Schools, “Individual school closure is recommended based on the number of cases, the percentage of the teacher/students/staff that are positive for COVID-19, and following consultation with the Local Health Officer. Individual school closure may be appropriate when there are multiple cases in multiple cohorts at a school or when at least 5 percent of the total number of teachers/student/staff are cases within a 14-day period, depending on the size and physical layout of the school.” Schools that have not yet reopened when a county goes into the purple tier may not reopen, even if it was planned, until two weeks after the county returns to the Red Tier.

Este documento fue desarrollado por la Agencia del Cuidado de la Salud del Condado de Orange, UCI y CHOC para ayudar a las escuelas a responder a la enfermedad en el plantel escolar. El documento también ayuda a las familias a determinar si un niño debería ser visto por su proveedor del cuidado de la salud, hacerse la prueba del COVID-19 y cuándo el niño tiene la autorización para regresar a la escuela.
¿Cuándo y cómo me notificarán si alguien en la escuela de mi hijo sale positivo en la prueba del COVID-19? En caso de que haya un caso confirmado, el director enviará un mensaje por ParentSquare a todo el personal escolar y a los padres de los alumnos que hayan sido identificados como contactos cercanos, así como a toda la comunidad escolar. Se considera contacto cercano el estar a menos de 6 pies de distancia de una persona con COVID-19 por 15 minutos cumulativos o más dentro de un periodo de 24 horas. El Distrito reportará todos los casos confirmados de COVID-19 a la Agencia del Cuidado de la Salud del Condado de Orange para consultar y que empiece una investigación de la exposición. ¿Notificará el Distrito a la comunidad cada vez que haya un caso confirmado de COVID-19?
El Tablero de Datos de COVID-19 del GGUSD incluye el número de los casos confirmados de COVID-19 de los alumnos y personal del Distrito en nuestros planteles escolares (para la instrucción en persona solamente). Los datos muestran los casos positivos de los últimos 14 días. Un caso confirmado indica que un alumno o miembro del personal que participó en actividades en el plantel escolar ha obtenido un resultado positivo por una infección activa de COVID-19.
¿Qué causaría que una escuela cierre nuevamente después de haber sido reabierta?
Muchas familias han preguntado qué pasaría con las escuelas que volvieron a abrir si el condado regresa a un color morado más restrictivo en el sistema de niveles codificado por colores del estado para monitorear el COVID-19. El estado y el condado han informado que las escuelas que han reabierto para recibir la instrucción en persona pueden permanecer abiertas para la instrucción en persona y no se requiere que cierren si su condado regresa al nivel generalizado (morado). Los cierres de las escuelas se determinarán a nivel local.
De acuerdo con el marco para las escuelas K-12 del Departamento de Salud Pública de California, “Se recomienda el cierre de las escuelas individuales según el número de casos, el porcentaje de maestros /alumnos /personal que tiene un resultado positivo para COVID-19 y después de consultar con el Oficial de Salud Local. El cierre de una sola escuela puede ser apropiado cuando hay varios casos en múltiples grupos de personas en una escuela o cuando al menos el 5 por ciento del número total de maestros/alumnos /personal son casos dentro de un período de 14 días, dependiendo del tamaño y el plano físico de la escuela”. Las escuelas que aún no han reabierto cuando un condado entra en el nivel morado no pueden reabrir, incluso si fue planeado, hasta dos semanas después de que el condado regrese al nivel rojo.
Cập Nhật Hàng Tuần Về Việc Mở Trường Lại- Ngày 13 tháng 11, 2020

Tuần này, học khu chúng ta đã thành công khi mở lại 20 trường thuộc Giai Đoạn 2 để giảng dạy theo cách kết hợp. Hiện tại, có 24 trong số 28 khu học chính trong Hạt Orange đã mở lại với cách giảng dạy kết hợp. GGUSD là học khu thứ 20 sau khi mở lại 13 trường thuộc Giai Đoạn 1 vào ngày 28 tháng 10. Chúng tôi cảm kích sự hợp tác của các học sinh, gia đình cùng toàn thể nhân viên ưu tú trong việc thực thi các quy định về sức khoẻ và giữ an toàn. Học sinh GGUSD bày tỏ sự vui mừng khi trở lại trường và tham gia vào việc kiểm tra thân nhiệt, thường xuyên rửa tay và khử trùng tay. Chẳng mấy chốc các em đã quen với nếp sinh hoạt mới nhờ các bảng hiệu và giấy dán trong khuôn viên trường nhắc nhở học sinh và nhân viên giữ khoảng cách an toàn, đeo khẩu trang và rửa tay.
Điều tối quan trọng là phụ huynh cố gắng hợp tác trong việc cho con em ở nhà nếu em có bất cứ triệu chứng COVID-19 hay khi đã tiếp xúc với bất cứ người nào đã xét nghiệm dương tính COVID-19. Ngoài ra, quý vị vui lòng không cho con em đến trường nếu có người trong gia đình đang chờ kết quả xét nghiệm do đang có triệu chứng hay đã tiếp xúc với người nhiễm COVID-19. Bằng cách kiểm tra vào mỗi sáng các triệu chứng COVID-19, điền mẫu kiểm tra sức khoẻ và cho con em ở nhà khi có bất cứ tình trạng nào kể trên, quý vị đang giúp nhà trường hạn chế COVID-19 lây lan.
Chúng tôi quyết tâm trong việc thông báo đến các thành viên về những quy định của học khu nhằm hạn chế COVID-19 lây lan trong trường, cũng như cách thức ứng phó với COVID-19, gồm có:
Nhà trường sẽ làm gì khi con tôi có triệu chứng COVID-19 tại trường?
Mỗi trường đều có Phòng CARE (Đánh Giá và Ứng Phó) dành cho học sinh có những triệu chứng COVID-19 khi đang ở trường. Nếu một học sinh được gửi lên phòng CARE, nhà trường sẽ liên lạc với phụ huynh/người giám hộ để đến đón con em về ngay. Học sinh đến phòng CARE sẽ được phát mẫu hướng dẫn các bước kế tiếp nên thực hiện, giấy khám bác sĩ, và Sơ Đồ về Triệu Chứng (Symptom Decision Tree). Tài liệu này do Sở Y Tế Hạt Orange, Bệnh Viện UCI và CHOC soạn thảo để giúp các trường ứng phó với bệnh trạng xảy ra tại trường. Tài liệu này cũng giúp các gia đình biết khi nào cần đưa con đi khám bác sĩ, xét nghiệm COVID-19 và khi nào em có thể trở lại trường.
Nếu có người xét nghiệm dương tính COVID-19 tại trường của con tôi, khi nào nhà trường sẽ thông báo cho tôi biết, và bằng cách nào?
Trong trường hợp ca nhiễm đã được xác nhận, hiệu trưởng sẽ gửi thông báo qua ParentSquare đến tất cả nhân viên và phụ huynh có con em đã tiếp xúc quá gần với người bệnh cũng như sẽ thông báo toàn trường. Tiếp xúc quá gần được xác định là ở gần người bị nhiễm COVID-19 trong vòng 6 feet với thời gian tổng cộng là 15 phút trở lên trong 24 tiếng. Học khu sẽ báo cáo mọi trường hợp đã được xác định là nhiễm bệnh COVID-19 lên Sở Y Tế Hạt Orange để hội ý và dò tìm những trường hợp đã tiếp xúc với người có COVID-19. Học khu chỉ thông báo và cung cấp các dữ liệu về những trường hợp đã được xác định là nhiễm COVID-19.
Làm thế nào để dò tìm những người đã tiếp xúc với người nhiễm bệnh?
Sở Y Tế Hạt Orange đã cho trường học biết các thể thức cần làm để dò tìm những người đã tiếp xúc quá gần với người nhiễm COVID-19 -- bất kỳ ai ở gần người bị nhiễm COVID-19 trong vòng 6 feet với thời gian tổng cộng là 15 phút trở lên trong 24 tiếng. Hiệu trưởng sẽ thu thập một danh sách những người đã tiếp xúc quá gần với người bị dương tính COVID-19, cho nghỉ ở nhà 14 ngày để tự cách ly, và báo cáo lên Sở Y Tế hạt Orang (OCHCA) để dò tìm những người đã tiếp xúc quá gần với người bệnh. Trường có cho tôi biết người bệnh COVID-19 ở trường là ai không?
Không. Theo luật bảo vệ quyền riêng tư, nhà trường phải bảo mật danh tính những người xét nghiệm dương tính hay có triệu chứng COVID-19.
Học Khu có thông báo cho cộng đồng mỗi lần có trường hợp nhiễm bệnh COVID-19 không?
Bảng Báo Cáo COVID-19 của GGUSD cho biết tổng số ca nhiễm COVID-19 đã được xác nhận có liên quan đến các học sinh và nhân viên tại các trường trong học khu (chỉ kể sau khi trường đã mở lại). Dữ liệu cho biết số ca nhiễm dương tính trong 14 ngày vừa qua. Ca nhiễm được xác nhận là khi một học sinh hay nhân viên nào đã tham gia các sinh hoạt tại trường và đã xét nghiệm dương tính COVID-19.
Sau khi mở lại, điều gì sẽ khiến trường phải đóng lại lần nữa?
Nhiều gia đình đã đưa ra câu hỏi về trường hợp sau khi đã mở lại trường mà nếu tình trạng của hạt trở lại mức màu tím- tức là bị giới hạn hơn dựa theo hệ thống phân cấp theo ký hiệu màu để theo dõi COVID-19 của tiểu bang, thì việc gì sẽ xảy ra. Theo hướng dẫn của Tiểu bang và hạt thì những trường nào đã mở lại để giảng dạy theo cách kết hợp vẫn được phép tiếp tục mở mà không bắt buộc phải đóng nếu hạt trở lại mức lan rộng (màu tím). Việc đóng cửa sẽ do cơ quan địa phương quyết định. Theo cơ cấu tổ chức trường học các cấp thuộc Bộ Y Tế Công Cộng California ấn định: “Việc đưa ra quyết định đóng cửa trường học cần dựa trên số ca nhiễm, tỷ lệ giáo viên/học sinh /nhân viên bị nhiễm COVID-19, cũng như sự tham khảo ý kiến với Chuyên Viên Y Tế Địa Phương. Quyết định đóng cửa có thể là phù hợp khi có nhiều ca nhiễm trong nhiều nhóm học sinh tại một trường hay khi có ít nhất là 5% trên tổng số giáo viên/học sinh sinh/nhân viên bị nhiễm trong khoảng thời gian 14 ngày, tuỳ theo diện tích và cách bố trí của trường học.” Những trường nào vẫn chưa mở lại khi tình trạng trong hạt đang ở mức màu tím, sẽ không được phép mở lại ngay cả khi đã đề ra kế hoạch, cho đến hai tuần sau khi tình trạng trong hạt trở sang màu Đỏ.
