District Update
As staff prepares to bring the 2019-2020 school year to a close over the next three weeks, we all look forward to special end of the year celebrations, such as commencement and graduation. We thank all students, staff and parents for your patience, as we know this unprecedented health crisis has disrupted our lives in so many ways. Please trust that we will get through this together and are committed to the continued health of our students, ensuring a safe and welcoming school environment. While the school year is over on June 12, know that district staff work year-round and will continue to update all stakeholders throughout the summer.
As we think beyond summer, staff, students, and parents are asking, “what will happen next year?” While the Governor and State Department of Education have indicated that California schools are expected to return to in-person classes in the fall, they have also advised that, depending on the status of the pandemic, it will likely look quite different from our usual school practices. GGUSD leadership has been busy looking into and planning all possible aspects of a return to in-person classes, which will depend on state and county directives as well as parent and student needs. In the weeks and months to come, expect the following:
- Each family will receive via U.S. Mail a survey that will help us better understand your needs and interests in respect to school reopening and explore possible options;
- Once the survey results are received, we will:
- Share the overall summary results with all stakeholders;
- Launch a Reopening Task Force comprised of staff, students and parents/community to review and provide input into the planning process;
- Continue to work with all stakeholders and our employee bargaining units to develop reopening plans and options for the district as a whole as well as unique to each site’s needs, capacity, and context.
- School sites will engage their families in further discussions as more is known regarding parent interests and student needs.
- The district will continue to communicate regarding reopening of schools.
In respect to reopening schools, a great deal of misinformation has been circulating on social media. Recently, a graphic has been circulating which claims to summarize the new CDC federal COVID-19 recommendations. The CDC, as a federal entity, advises, and does not direct local action at the state or county level. The official CDC document itself states, “Implementation should be guided by what is feasible, practical, acceptable, and tailored to the needs of each community.” It is important to know that, in the United States, each state is the primary authority for public health. In the state of California, that authority is delegated to the counties, which in our county is the Orange County Health Care Agency (OCHCA). While resources and supports from state and federal agencies may always be consulted and reviewed, OCHCA is the agency directly working with and directing GGUSD and other Orange County districts.
In closing, please stay tuned for further updates in the weeks and months to come. We remain committed to supporting the health and safety of our 41,000+ students and approximately 5,000 employees as we all work together to equip students with the academic and personal skills for lifelong success. A medida que el personal se prepara durante las próximas tres semanas para cerrar el año escolar 2019-2020, todos esperamos tener celebraciones especiales de fin del año escolar, como la ceremonia de entrega de diplomas y graduaciones. Agradecemos a todos los alumnos, personal y padres de familia por su paciencia, ya que sabemos que esta crisis de salud sin precedentes ha interrumpido nuestras vidas de muchas maneras. Por favor confíen que juntos saldremos adelante y continuamos con nuestro compromiso de mantener la salud de nuestros alumnos y un ambiente escolar seguro y acogedor. Aunque el año escolar termina el 12 de junio, sepan que el personal del Distrito trabaja todo el año y continuará informando durante todo el verano a todas las partes interesadas.
Mientras pensamos más allá del verano, el personal, los alumnos y los padres de familia se preguntan “¿qué pasará el próximo año?”. Aunque el gobernador y el Departamento de Educación del Estado han indicado que se espera que las escuelas de California reanuden las clases en persona en el otoño, también han indicado que, dependiendo del estado en que se encuentre la pandemia, probablemente será bastante diferente a nuestras prácticas escolares usuales. El grupo de liderazgo del GGUSD se ha mantenido ocupado investigando y planeando todos los posibles aspectos sobre la reanudación de las clases en persona, que dependerá de las directrices estatales y del condado, así como también de las necesidades de los alumnos y de los padres de familia. En las próximas semanas y meses, esperen lo siguiente:
- Cada familia recibirá por medio del correo postal una encuesta que nos ayudará a comprender mejor sus necesidades e intereses con respecto a la reapertura de las escuelas y nos ayudará a explorar posibles opciones;
- Una vez que hayamos recibido los resultados de la encuesta, nosotros:
- Compartiremos un resumen general de los resultados con todas las partes interesadas;
- Lanzaremos un Grupo de Trabajo para la reapertura, que estará compuesto por el personal, alumnos, padres de familia y miembros de la comunidad, para que revisen y aporten sus opiniones durante el proceso de planeamiento.
- Continuaremos trabajando con todas las partes interesadas y las unidades de negociación de nuestros empleados para desarrollar planes de reapertura y las opciones del Distrito en general, así como también en las necesidades únicas, capacidades y contenido de cada plantel.
- Las escuelas involucrarán a sus familias en más diálogos, conforme se vaya sabiendo más acerca de los intereses de los padres de familia y las necesidades de los alumnos.
- El Distrito continuará informando acerca de la reapertura de las escuelas.
Con respecto a la reapertura de las escuelas, ha circulado en los medios sociales una gran cantidad de información errónea. Recientemente ha estado circulando una gráfica que afirma resumir las nuevas recomendaciones federales de los Centros de Control y Prevención de Enfermedades (CDC) para el COVID 19. El CDC, como entidad federal, asesora y no proporciona instrucciones de acciones directas a nivel estatal o de condado. El documento oficial del Departamento del CDC estipula “La implementación deberá ser guiada por lo que es factible, práctico, aceptable y adaptada de acuerdo a las necesidades de cada comunidad”. Es importante saber que en los Estados Unidos, cada estado tiene la autoridad principal sobre la salud pública. En el estado de California, esa autoridad es delegada a los condados, que en nuestro condado es la Agencia para los Cuidados de Salud del Condado de Orange (OC HCA). Aunque los recursos y apoyos de las agencias estatales y federales pueden ser siempre consultados y revisados, la OCHCA es la agencia que trabaja directamente y dirige al el GGUSD y a otros distritos del Condado de Orange.
En conclusión, por favor manténgase al tanto de futuras actualizaciones en las próximas semanas y meses. Nosotros seguiremos comprometidos para apoyar la salud y seguridad de nuestros más de 41,000 alumnos y aproximadamente 5,000 empleados, mientras que todos trabajamos unidos para equipar a nuestros alumnos con las habilidades académicas y personales para el éxito de por vida. Trong lúc các nhân viên của học khu đang chuẩn bị cho việc kết thúc năm học 2019-2020 vào ba tuần tới, chúng ta đều mong muốn có những sinh hoạt cuối năm đặc biệt như lễ tốt nghiệp và ra trường. Chúng tôi cảm tạ các học sinh, nhân viên và gia đình đã luôn kiên nhẫn vì chúng tôi hiểu rằng cuộc khủng hoảng y tế chưa từng có này đã làm xáo trộn cuộc sống của chúng ta theo nhiều cách. Quý vị hãy tin rằng chúng ta sẽ cùng nhau vượt qua và chúng tôi luôn quyết tâm giữ gìn sức khoẻ của học sinh, bảo đảm môi trường học tập được an toàn và thân thiện. Tuy năm học sẽ chấm dứt vào ngày 12 tháng 6, các nhân viên học khu làm việc nguyên năm và sẽ tiếp tục cập nhật tình hình trong mùa hè cho mọi thành viên trong cộng đồng.
Khi nghĩ đến những gì sẽ xảy đến sau mùa hè, các nhân viên, học sinh và phụ huynh đều đặt câu hỏi: “Năm tới sẽ ra sao?” Mặc dầu Thống Đốc và Bộ Giáo Dục Tiểu Bang đã cho biết các trường học trong California sẽ mở cửa lại vào mùa thu, họ cũng nhắn nhủ rằng việc này có thể tiến hành khác với những cách thức thông thường tuỳ vào diễn biến của dịch bệnh. Ban điều hành GGUSD đang bận rộn xem xét và trù tính mọi điều có thể xảy ra khi học sinh quay trở lại học trong lớp, và điều này còn tuỳ thuộc vào các chỉ thị của tiểu bang và quận hạt cũng như các nhu cầu của phụ huynh và học sinh. Trong vài tuần và tháng sắp tới, mong quý vị chuẩn bị những điều sau đây:
· Mỗi gia đình sẽ nhận một bản thăm dò ý kiến gửi qua đường bưu chính nhằm quý vị giúp chúng tôi hiểu rõ hơn các nhu cầu và quan tâm của quý vị về việc trường mở cửa trở lại và tìm kiếm những giải pháp hợp lý;
· Khi nhận được các kết quả thăm dò, chúng tôi sẽ:
- Tóm lược và thông báo toàn bộ kết quả cho các thành viên trong cộng đồng;
- Thành lập Toán Đặc Trách Việc Mở Cửa Trường Lại gồm các nhân viên, học sinh, phụ huynh/cộng đồng để xem xét và cho ý kiến về tiến trình hoạch định
- Tiếp tục làm việc với mọi thành viên trong cộng đồng và các ban thương thảo của nhân viên học khu để khai triển kế hoạch mở cửa trường lại và những giải pháp chung cho học khu cũng như kế hoạch riêng biệt cho nhu cầu, năng lực và hoàn cảnh của từng trường
· Các trường sẽ hội ý với các gia đình để bàn bạc kỹ hơn khi hiểu thêm về những quan tâm của phụ huynh và nhu cầu của học sinh.
· Học khu sẽ tiếp tục thông báo những tiến triển về việc mở cửa trường lại.
Đã có rất nhiều tin đồn không xác thực trên các phương tiện truyền thông xã hội về việc mở cửa trường lại. Mới đây mọi người đã loan truyền một biểu đồ tự nhận là bản tóm tắt những đề nghị của CDC về COVID-19. CDC là một cơ quan liên bang, chỉ đưa ra những khuyến cáo chứ không trực tiếp chỉ định các hoạt động địa phương dù ở cấp độ tiểu bang hay quận hạt. Tài liệu chính thức của CDC đã nói rõ: “Việc thực hiện nên dựa trên tính khả thi, thực tiễn, hợp lý, và điều chỉnh cho phù hợp với nhu cầu của từng cộng đồng.” Cũng cần biết rằng tại Hoa Kỳ, mỗi tiểu bang có thẩm quyền quyết định về y tế công cộng. Tại tiểu bang California, thẩm quyền này được giao cho các quận hạt, và trong hạt chúng ta đó là Sở Y Tế Hạt Orange (OCHCA). Trong lúc tiếp nhận và xem xét các hướng dẫn và các nguồn hỗ trợ của các cơ quan liên bang và tiểu bang, OCHCA là cơ quan chính thức trực tiếp làm việc và hướng dẫn GGUSD và những học khu khác trong Hạt Orange.
