GGUSD  Principal Receives Top Award from California Association for Bilingual Education

Monroe Elementary Language Academy Principal Cesar Loya has been named Site Administrator of the Year by the California Association for Bilingual Education (CABE). Mr. Loya will be recognized at the 50th Anniversary CABE Conference award luncheon on March 27 at the Long Beach Convention Center.

This award honors administrators for their excellence, dedication, multicultural competency, educational equity for all multilingual and English learner students, and the promotion of dual language education.

“Congratulations to Señor Loya on this well-deserved recognition. His outstanding leadership has helped shape Monroe Elementary Language Academy into a model dual language program that other districts strive to emulate,” said Board of Education Trustee Bob Harden. “Under Señor Loya’s leadership, Monroe provides students with an excellent dual language education in a connected and caring school community.”

Loya has been the principal at Monroe Elementary Language Academy since 2016 when it opened and helped the school earn the prestigious Golden Bell Award for its outstanding dual language immersion program in 2018.

The Monroe Dual Language Immersion Academy follows a 90:10 model, where students begin the program by learning in Spanish 90 percent of the time and in English 10 percent of the time. By sixth grade, students learn in both languages 50 percent of the time.
